This was an attempt by Master Jiraiya to show off in front of Princess Tsunade Senju by copying Orochimaru's Ninja Art: Shuriken Shadow Clone Jutsu. He throws a Kunai does the Hand Signs, then yells out "What Ever" after throwing Kunai all over the ground. He ended up getting knocked on the head by Princess Tsunade Senju for this prank.
