Roscoe Dillon was always interested in tops, gyroscopes and anything else that spun. Dillon later became a criminal, then a super villain, the Top. Based in Central City, the Top has the ability to spin at great speeds and induce vertigo. He joined the Rogues group. While on a breaking and entering, Top attacked the Flash with his exploding tops from atop a Flash statue but Flash lobbed them right back. The Top was launched to the ground but he spun off into the next room where other Rogues lay in wait. When Professor Zoom's plans were revealed, Aquaman tossed Top into the harbor and summoned a million microbes to eat away at the bomb, implanted on him, and disable the wiring. Afterwards, Top was arrested.
