In the wake of the World Tech Summit Incident, Batman and Robin met with Nightwing, Batwoman, and Batwing on the roof of the Gotham City Police Department headquarters. They observed a police pursuit of the Penguin down below and decided to join in. Nearby, a young redhead in a self-made Batsuit stepped out from a water tower and fired her grapnel gun.
